Custom Design Slots - Creating New User

Does creating a new user expand the custom design slots? Or do all users have unified custom designs?

Really stuck with my custom designs since my modern road path takes up 19 slots already.

Nope it does not, I wish they would implement more slots in the future though, I'm really running out of space to hold designs.

Hopefully they do add more slots in a future update. Having small capacity limits creativity
