Custom Design Sign QR Help?

I'm not sure if this is the right place to post this question but anyways,
I've tried using the thulinma tool to be able to use other peoples QR codes for the custom design sign but it doesn't work for some reason...I fill in both blanks with the name of my town and the name of my mayor and scan the QR but it still doesn't let me put the design on the sign...
If you know why I'd be grateful for your help!!
