Mayorkiyo, you have to transfer Palkia to BW/BW 2 with Poketransfer [In Black and White its on route 15, you need 2 ds's to do it.] and then use XY poketransfer [its the app that comes when you download Pokebank] to transfer from black/white and black/white 2 to XY! :3
