Convoluted situation, need advice!

I have two towns, we'll call them Town 1 and Town 2 to keep this simple. Marshal, in Town 1, had pinged to move, and I wanted to transfer him to Town 2, but it already had 10 villagers. So I TT'd someone out in Town 2, and then TT'd in Town 1 to get Marshal in boxes.

But I accidentally TT'd one day too far in Town 1, and voided Marshal ;-;

So I figured I could still visit from Town 2, and pick him up from the void, since I seem to always be picking up everyone else's voided villagers (:mad:). So I sent Town 2's mayor to Town 1, walked around a bit, and left. TT'd Town 2's mayor to just before the next day, then started with a new game file to plot reset Marshal. Buuut he's not showing up. five resets and no new plot.

I've read that it can take a villager up to three days to plot their house, but I've ALWAYS had a plot the next day when I've picked up from the void or streetpass. So I'm wondering if there's anything I've missed that could have made the whole thing go wrong. I have 9 villagers in Town 2 and a villager in the void, would that prevent me from missing a pick up? Should I visit again? Or TT to the next day to see if he's just a late plotter? Argh.
 
I usually TT ahead 2 days to see a new villager plot when I invite a villager to live in my house. When I lost Jacques and moved Blanche out I had 8 spaces. It took maybe 5 days before I saw a snooty plot and from there I just reset until I got Annalise as the villager plotting. Maybe try TT'ing another day, then another, etc.
 
I'll try that, then. I'm just worried that I'll miss his plot when I load up my mayor to TT and he'll be plotted somewhere terrible and I'll want to get rid of him.
