Confused - 10th villager?

Ok so I've been trying to get rid of Mac for sooooo long now and I finally got rid of him leaving me with only Ken left to move on only I've woken up today and Celia has moved into my town!! I already had 9 villagers and was holding a spot to get Beardo or Shari from my daughter when they pinged her but now I can't. To make matters worse she's moved in right in a spot that ruins my path system!

I'm a bit confused about 2 things:

1) Why has she moved in? I thought the 10th villager had to be invited?
2) Can I now make her ping to leave next as she's the newest villager?

I'm really irritated by this, until now my town has been great and she's really thrown a spanner in the works!!

You probably picked her up through wifi or streetpass. She can ping to move next but you just need to be patient :/

Tenth villagers can also be triggered by Wi-Fi villagers (A villager that was voided by a person you have recently Wi-Fi ed)
And villagers picked up from streetpass (A villager that was voided by a person you have streetpassed) among being invited in.

There has been large debates about how villagers move out, one group suggesting that it is completely random (me) , and another group suggesting that there are methods that can trigger a ping. We are never sure until Nintendo reveals it, but I wish you good luck!

Well I know where she has come from then as my daughter voided Celia the other day and we streetpass every day. Is there any way to stop villagers moving in via street pass as I don't want any of the voided ones she has

youll have to turn off streetpass for ac.

Turn off your Streetpass and don't wi-fi with your daughter
