General Sheperd knew that if the war managed to reach America's soil, there would be no shortage of soldiers in the future. The reason he did all of this was due to his anger at watching the world not give a *censored.2.0* when the nuke in COD4 wiped out 30,000 of his soldiers. The data you extracted at Makarov's safehouse contained the information linking General Sheperd to Makarov, so that's why he killed Ghost and Roach, and then tried to kill Soap and Price because they then knew what was going on. Nobody else alive really knew about what was going on except for Soap and Price, and as Sheperd said in the first mission: "History is written by the victor." So if Sheperd killed Soap and Price, history would be his to write and he could pin this whole mess on them. Events transpire and eventually you kill Sheperd. However, the American army is still chasing you...because their ignorant <_< . So MW3 is going to pick up where 2 left off.</div>
