This has had me confused a bit. About a week ago, I had a perfect town. I have my gold watering can and a few Jacob Ladders too. But when I talked to Isabelle about the citizen satisfaction, apparently the rating dropped down a notch to the town needs more public works project. It was perfect when I had 9 villagers, and that seemed to have happened on the day I added tenth villager (Bob) into my town.

I built a few more random PWPs (nothing negative that I know of... more benches, etc) in the following days to see if it would help, but the rating didn't change. I added another one yesterday (a fire hydrant, and is in the process of being demolished now) and the rating got bumped to the town being just average...

Here are a few things to note though...
- I have a lot of built PWPs, including the major ones; I have the campsite, cafe, police station, reset center. 2 brick bridges, 2 wood benches, 3 log benches, 2 street lamps, fountain, pyramid, hot spring, lighthouse, flower bed, hammock, flower clock, bell, flower arch, statue fountain, Wisteria Trellis, water well, drinking fountain, cube sculpture, wind turbine, instrument shelter. I'm wondering if I have too many PWPs...
- I know I have lots of trees, but I'm not sure how I can go about counting them all. I'm pretty sure I have less than 200 though. I have a few patterned stumps around. I chopped down a few trees and the rating still didn't change. Do bushes and bamboo count as trees?
- I don't have any weeds growing, garbage, or more than 10 items laying on the ground not counting sea shells.
- I have the beautiful town ordinance, so I have lots of flowers planted everywhere.
- The majority of my town is covered in paths with trees, bushes, etc sprinkled in.

I'm wondering if there's any information about this and how I can get back my perfect town rating. Is there like some ratio that goes by for 10 villagers for a perfect town?
 
I don't think you can you can go wrong with to many trees. But the stumps may be a problem. But I am not really sure. It's been awhile since I have had a perfect town.
 
it might be the type of PWPs that you have...? I know that some actually reduce villager satisfaction, not sure on exactly which ones tho lol;;

Could it be that when Bob moved in he destroyed various flowers/trees you had?

Try talking to isabelle again.
 
My rating was at the top and the next day it dropped. Nothing changed.
The only thing I did was play for a very short period of time the day before. I was late playing and got a move out ping.
Guess the villagers were unhappy.

Too many trees are a problem actually.... they provided me getting a perfect town for months. I think you can't have over 120 -150 - 200 trees in one town... I forgot the limit, and maybe its where you place them? I'm not sure sorry. Isabelle will say the town is undeveloped if so.

Yeah... Bob killed like 5 trees, 6 bushes, a bunch of flowers, and some grass with his house.

It's pretty random... Yesterday, Isabelle said my town was on its way to be the best town ever and needs more public work projects. This morning, Isabelle said the town was average / town riding is so-so / riding on the rails, after I built that fire hydrant (going to be demolished by tomorrow). Then now in the evening, After chopping and removing around 10 trees, the town became the best town ever again. I guess I did have too many trees or something when there's a full populated town.

I don't what the ratio is depending on how many villagers are living in your town or how Isabelle's messages are displayed for the town rating and some randomness elementcto it. I'm guessing it's along the same tier pool of vague messages; needs more PWPs, but chopping a few trees made it perfect again just like that.

I read some FAQs and guides saying saplings, bushes and bamboo don't count as trees... But for clarity, do
they count as trees for the town rating. I planted some bush saplings in place of some of the trees I chopped down.
