So, I've been trying to get the 'Perfect Town' rating, and I was doing really well until today when I asked Isabelle about citizen satisfaction and she said
"Uh... I'm not sure if it's OK to write something like this,so forgive me... I wonder if they could maybe pay a bit more attention to our town... Perhaps just a little?"
What does this mean? I'm pretty sure I picked all the weeds and picked up all of the trash. :T

To get a perfect town rating, you must have around 210 trees and 210 flowers, at least 15 pwps, and no more than 5 items on the ground. This includes: baskets of fruit, lost items, clothing, etc.

Nah, I have a perfect town and nowhere near 200 trees. Maaaybe 100. And I've heard of people getting perfect with as few as 9-10 PWPs. There's really no specific amount of either that you need, the most important thing is a balance between natural (trees/flowers) and developed (PWPs) areas, although certain PWPs can subtract from your rating as well. This page has a good guide on how specific PWPs affect your rating.

And yes, any items on the ground count as trash, not just actual garbage.

I'm not sure what exactly Isabelle's comment meant, if that was indeed all she said, but if she made any suggestions after that, as thatawkwardkid said, that would be a good place to start.

buried items except the daily stuff (unidentified fossils, the pitfall seed, and gyroids if it rained the day before) count as trash too

iirc fruits (non-basket) don't count as trash, but I might be misremembering on that part

on, that note: I've always found TRASH CAN to be negatively effective pretty dumb

its to make the town cleaner, stop *****ing about it you stupid animals

Thanks so much for the comments you guys!
But I think it may have had something to do with my second character having a lost mitten on his person that had never been returned to its owner. (?)

Probably because you're throwing stuff away instead of "recycling" it at Re-Tail ha. I agree though that thing was so dang useful when I had it

Did returning it help your rating? If so I had no idea that affected it at all

but she doesn't recycle the trash, she just trashes it

GCN villagers didn't complain about an entire acre with a garbage dumping ground, GCN villagers confirmed for smartest
