Christmas Lights can't be activated??

I tried activating the Christmas Lights from Jingle's Shop, but they cannot be activated at all. Is this a collectible that just cannot be activated? Because I a little confused haha

You're supposed to gift them to other members. If you're lucky, the people you give them to will send you some as well.
