I am posting this topic as I am not sure what time Jingle will appear in my town.
I want to try and collect the entire Jingle set, but I heard that some people have said that he appears at 6.00pm and some people have said that he appears at 8.00pm.

I just need to know the correct time.

6:00pm is correct. Not sure what you mean by "the entire Jingle set" ... Jingle gives you two items: a wreath for delivering all the presents and his picture if you deliver all of them correctly. If you meant the furniture, then that is sold at Nooks throughout December.
