Maybe the chocolate cake is not meant for newer users (2 months or less). I don't have enough TBT Bells, and it's hard to get more TBT Bells at this minute.

The chocolate cake is meant for everyone not just members who are over 2 months membership. The price of collectibles rose steadily after the TBT = AC bells exchange rate escalated. The chocolate cake is a sold out collectible, so first you have to find someone who is willing to sell their cake and then offer the going rate, a little like players expecting to get 6 mil in game bells in exchange for 100 TBT.

Well, here's what I should do then. Right now, I have 42 million Bells in bank. If I can raise that to 300 million without duping or powersaving anything, then I'll sure sell my in-game Bells for the TBT Bells needed to get a chocolate cake. It may take a while, but I won't get any of it illegitimately.

The mods/admins have stated that if collectibles were to be available all the time, it would become pointless and boring. Hence why i think they made some collectibles more rare than others.

Also it came out later than the others. I believe in terms of aesthetics and popularity, a lot of people preferred the chocolate cake over the normal cake.

Which also makes it non-negotiable about trading (no in-game bells, no item trade, just ridiculously high TBT price).

To be fair, I really think the average price for a chocolate cake is out of my reach. The thing here is that I am very low on in-game Bells (42 million), and conversion rate is very high (5 million to 6 million per 100 TBT). To make that money, the best bet is to sell furniture themes, but right now, I need to sell my turnips.
