if i understood correctly, there's an option to resize images in sai. it'll most likely ruin the quality though, but using the smart sharpen tool in photoshop should bring it back to life

ah. i can send you a permanent file for photoshop if you'd like -- i've done this for sai before but never for photohop, so im not sure if it'll work or not. otherwise, i can resize the drawing for you to make it fit in a signature
