I absolutely adore Chai! She and Etoile are my favorite of the Sanrio cards. Though I'm a bit biased, given that she's the Cinnamoroll character and... well... *points at my forum post layout* Cinnomoroll is on almost everything I post, even the mascot for my cycling thread. I also just adore blue and white color schemes---A LOT. ^^; BUT totally go with whoever you want!
You clearly really like Chelsea ^0^ You could also just have Chai as a temporary and then move her out for Chelsea to be your permanent villie ^^

Chai is in my town, if you wanna see her feel free to visit my dream. I love her! I saw her close to another elephant villager and noticed her eyes outline is a bit of a faded black compared to the other villager. But for the rest I think she's good quality. Maybe it's also the pastel blue color and white hair that make her look alittle washed out
