I accidentally gave Pinky a t-shirt dress that she keeps wearing and is absolutely tragic on her, is there any way to remove single items from their wardrobe, or else does it require a permanent re-set of all gifted items? I've been looking around for an answer but so far no luck.

Changing a villager's wardrobe after gifting?

Sadly this has been a struggle for a lot of us, and there doesn't seem to be a way to outright remove a piece of clothing from a villager's wardrobe. All you can do is keep complaining to Isabelle so she switches back to default, and flood her with gifts of clothes you think would look better on her.
A tip for next time is to use Harvey's island before gifting a villager clothes! There you can change their clothes and see if you like it on them or not
