Change villager's wallpaper/flooring?

Is it possible to change a villager's wallpaper/flooring, if I gift them one? Billy moved into my island and his choice of flooring is "garbage", and I'm hoping I can change it to something more appealing.

I have only gifted Katt one yellow wallpaper so far, but she hasn't used it. I don't think we can influence it unfortunately. I wish we could.

I tried gifting Rodeo a different flooring (he has that dirt flooring) but no luck with him changing his either

Oh you could try gifting them a rug instead! Go for the large rugs and might cover a decent amount of the floor (if they display it, haven't tested this myself)
