Another money making idea would be to send your rubbish to your villagers in a letter. Someone has researched this and it's a decent way to make money or just to get items you want.

The basic way it works:
Send a rubbish item to a neighbour, a 100 bell seashell for example. Wait a while to see if you get mail back, if not check the recycling bin. Sometimes your neighbours like what you sent them so much they'll replace an item in their house or inventory with the item you sent them.

Yea, I used this to get a full series in my house on WW. Works good. Took months though.

The porcelettas are worth only 30 bells so I usually keep a drawer of them and then attach those to the letters I send. I think they are the item in the game that is the cheapest, besides the garbage [which is worthless].

I also found out you can attach actual garbage [boots, cans, tires] and your villagers will still send you something nice.

But the whole point of AC is to interact with your villagers. Once, I even gave a villager 10k because they were low on bells (didnt send it, they asked for it).
 
For the balloons is it EVERY time it ends in a four.. or just SOMETIMES when it ends in a four....
