Can't Move My Camper In.

I went through the three days of enticing Ruby to move into my town, but once I invited her, she said Resident Services told her there were no plots. I thought the camper had the option to negotiate with another islander and then you could move them in. But it's not giving me that option. Any ideas what I may be doing wrong? Thanks in advance for any advice or guidance!

I think it might be because I am having a birthday today with Raddle. I think that qualifies as an event.

Did you put down a plot? You cant replace villagers with amiibo until you have ten

I wish I was. I tried again this morning and she still says Resident Services won't allow her to move in. I'm so frustrated.
