Can Your Villagers Just Never Move?

I started a cycling town tonight and I've been TTing day by day to get the first one out and not a single one has budged.... its really freaking me out... I've completed to my second loan and talked to Tortimer.... do I need to do something else?

Well normally they don't start moving until you get more villagers right? And when you start don't you have only 5?
