Can your 9th villager move out?

Just a question for cycling reasons. It seems my ninth villager just won't ping.

Yes, mine always do. How many days has it been since someone pinged?

Yup.I just recently had a tenth villager ping.

I use a method where I travel six days forward and six days back after someone pings to make it equivalent to a week. I usually get a ping every time this way. I'm trying to cycle out Chrissy for someone but since she pinged she said she wanted to stay and I accidentally saved and quit -.-

Yeah they do. As far as I have experienced, they just don't ping as well as others.
