Can you make a Nintendo Network ID on 3DS?

I just noticed since on the settings for your profile, it says "Your NNID For Wii U"

So I was wondering if there was an option to make a NNID for 3DS?

It is possible... I don't remember how, but one of the members on TBT explained it well and in-depth in another thread... Hopefully they will reply here...

I believe there's an option to under Settings, but I can't check for myself right now.

If you only own a 3DS system, you actually have to boot System Settings, then tap the Nintendo Network button found on the top of the touch screen. Follow on-screen instructions to create your NNID.

Otherwise, 3DS-only users would be stuck without having Miiverse in first place.
