can you invite villagers from other peoples rvs?

if i was to visit someone elses town and go to their RV with a villager in it would i be able to ask them to move to my town?

I believe you can't, you need their amiibo in order to get them to move into your town. The returning villagers, however, can be adopted out as long as they're living in a town (not their RV) and get in boxes.

They would have to be living in that town first, they can't be adopted from the RV. And special villagers can't move into anybody else's town at all

Nope, you'd have to have that person move that amiibo villager into town and then have them get into boxes naturally in order for them to come and live in your town. Just some advice though, amiibo statues such as Callie and Marie, the Inkling boy/girl that gain you the villagers Inkwell, Cece and Viche etc they can't move into your town unless you have their amiibo statue even if they are in boxes in another town. However you can move amiibo cards into town through being in boxes apart from the special characters.
