Can you invite a villager to move in when another villager is unpacking?

Yesterday I invited Shep into my town, today his plot of land appeared. Ed moved out today, so I'm back down to 9 villagers. Shep will be unpacking tomorrow, is it possible then to go to another town and invite someone to move in? Thank you for any help!

I think so... As long as you have 9 villagers, it should be possible for you to invite in a villager. 9 villagers means any villagers in your town, plus any that have "plotted" and sometimes even those that have not yet plotted but is in queue to plot next. Someone can correct me, but I think you should be fine.

It should be fine because it's not as if you are inviting them both on the same day before a plot has shown up.
