Can you have villagers move in on non island rep players?

Just a quick question if you can get villagers move in on non island rep players?

For example you visit someone's island and they have a villager in boxes, will the option to ask them to move to your island still come up if your on a non island rep player?

I’m not sure about taking villagers from someone else because my second character doesn’t have online, but a non rep can invite them from mystery islands.
