Can you have 7 villagers?

So I'm fairly new to ACNH and I was wondering if it's possible to have 7 villagers on my island as the maximum, without being asked to invite more.
 
I think you need at least 8 and, also, I'm not sure how the Island Eval system works and if you can achieve a perfect rating without the 10 plots.
I think with 7, no one will ask to move either so you'll be permanently stuck with the same villagers.

Why do you not want more villagers, if I may ask?
I think it's one of the best parts about the game.
 
I think you'll struggle to progress without more than 7 villagers. You might be able to get to a 3 star island and unlock terraforming with just 7, but I think to get 5 star you need more
 
Yes. You can only have 7. You might struggle to reach 3 stars without 8 villagers. Villagers will still ask to move out at 7.

I have 7 right now and just made it to 2 stars with placing down some fences.

Can I keep 9 villagers just to unlock terraforming then ask 2 to leave? (Ik this doesn't sound very nice 😅)

The way that plots work in New Horizons is that once a villager leaves, the plot will become empty and a new villager will take over that exact plot. So if you keep 9 villagers and then get 2 to move out, 2 new villagers will eventually move into the empty plots. Unless you TT to stay on the same day forever, but then you'll have two ugly empty plots taking up space in your island. Unfortunately, a plot can't be deleted once it's placed.

You only need 8 to unlock terraforming so you could always just have an 8th villager. Alternatively you can have just 7 if you don't care about terraforming at all.

apple asked to move out when i had 7 villagers and to this day she's the villager that keeps on asking me still smh
