Can you get a camper from another town?

I'm curious. If I talk long enough, can I get a camper from someone else's town?

Apparently there's an extremely rare prompt, but there is no proof of this. I went to my friend's town the other day to try ad get Merry, and I was there for about an hour and a half trying and she just kept repeating the same things over and over again, so in my own experience, it cannot be done.

If someone offers to let you try for free, then you could try if you really want that villager. But if someone wants to trade or sell the camper, they're either trying to scam or they don't realize that it's rare/impossible to get a camper from some else's campsite.

My friend tried to take Sly from my campsite, but it never worked. I ended up taking him and giving him to her once he was ready to move out.
