Can you fill plots 3-5 by asking villagers in boxes from other islands?

Asking for girlfriend: For plots 3-5 early in the game (when you have to build all their furniture), can you just put down the plots and then go to someone else's island to ask a villager in boxes to move to your island? Or are plots/villagers 3-5 locked into the normal, peppy, lazy personalities and can only be chosen from mystery islands?

Would love to find out if anyone knows! Thanks!

I don't know for sure, but I filled plots 7-10 with villagers I asked to move in.

I believe you can but the first 5 villagers have the pre-set houses
