Can you boot new villagers before they move in?

So, this time my friend had 8 villagers in her town and she TTs a lot, and she felt she was going to get a new villager move in today. She hasn't loaded up her mayor at all and she created a new person and was going around looking for ropes. Well, she found some and didn't like who the villager was so she reset (to test a theory) and when she did the new person trick again this person's house ropes are just gone. They aren't anywhere in her town. She's checked, I've checked, we even reset and made another new character to check again, but this person's ropes aren't in her town at all. Did we boot this person? Will another person move in if we keep making new people? What happened here?
 
Her house ropes are gone though! They aren't ANYWHERE in her town.

You can plot reset for that personality as they are not a move-in from wifi or streetpass. The villagers have never moved in.

... I'm trying to think of the best way to explain this.

If you have 8 villagers ((or less)), any day up to 7 days a villager could move in. Meaning, they just reseted until they the "could" became "not going to today!"
But on the 7/8th day a villager should move in. A plot should be there and no matter how many times you reset, there will always be a plot of a villager somewhere in the town. Normally a personality you do not have in the town.

If you get a street/spot pass villager... there is no way to "boot" them out... they will come no matter what you do it seems.
 
Okay, I was kind of wondering the same thing myself which is why I told her to reset (cause she didn't like Sylvia) and see if we could change it, but then her house ropes were gone. We'll keep trying! Thanks!

I've had Mira before in my town and I have Muffy now. We're gonna try and get her either Phoebe or Frita. :)
 
Here's the thing: if there are no ropes and your friend wants to give up for the day, they need to save as the new character. If they go in as mayor, there's a chance the ropes *will* be there and they'll be locked in with that person. Just make sure they are sure there are no ropes before saving.

Phoebe is AMAIZNG! I have her, and I LOVE how tomboyish the Uchis are!
