Can you ask a villager to move from another island if your town is full?

I know with the campsite it will put a villager into boxes if you agree to have the campsite villager move in. But will it work the same way with a villager from a different island? I'm trying to do a trade, and i thought someone else might know this kind of thing better

nope, unfortunately you have to have an empty plot on your island.
