Can Welcome Amiibo villagers be adopted from others?

Or can it only be done via amiibo cards?

They can be adopted except the 6 sanrio cards. But you can't adopt them from an RV, the person needs to move the WA villager into their town then get that villager in boxes then it can be traded.

Also the villagers you can get though amiibo figurines, they can't be adopted by others.
