Can villagers you've had appear in your campsite?

So I started with Canberra and I love her. Unfortunately I let her go because her interior was really bothering me. I really want her back though so if it possible for me to use campsite method and she could appear in it? I dont currently have an uchi on my island cause I just want her
 
You won't see villagers you've already had or villagers you've seen in the campsite appear again in your campsite until you've collectively either had or seen in the campsite every villager in the game. Here's a doc with more info.

It'll probably want to adopt her from someone else, use her Amiibo, or go island hopping.

Edit: I can't read, apparently. The doc I linked should still be correct, I just didn't write an accurate summary. Since Canberra has already lived on your island, you won't see her in the campsite until you've cycled out all the other Uchi villagers in either your town or the campsite. After that, you have a 1 in 24 chance to find Canberra for each Uchi visitor (as there's 24 unique Uchi villagers), and it's possible to get repeats of the other Uchi villagers. So it's still going to be a bit tricky.

It'll still probably be easier to adopt her or use her Amiibo if you can.

This is just my experience but for me this has not been the case. From my understanding if you are missing a personality type, the game will cycle through all villagers of that type in the campsite with no repeats and this first cycle will not include a villager of that type you’ve previously had on your island. Once it exhausts all villagers of the type, it will start to show you repeats of the type and will mix in villagers you’ve previously had as neighbours.

I’ve been able to experience this because the personality type I’ve been consistently missing is Uchi and I first tried the campsite method to check if I could remove uchi villagers from my pool entirely while still having none on my island (you can’t, in my experience) and have since run into a lot of campers while TTing to move out villagers. I have seen every uchi villager at least twice and have seen my starter uchi, Flo, one time, in 63 total campers (so I have not exhausted the villager pool at large by any means.)

Thank you for the correction! You're totally right. The cycle is within the personality and not within the entire list of villagers. I think I conflated the words from the companion guide ("It's important to note that visitors to the campsite are less likely to have visited or lived on the island in the past.") and for some reason assumed that it involved the entire villager pool (i.e. if you get all Uchi villagers in the campsite, you just won't ever see them again for a while).

The doc I linked should still be correct; I just didn't write an accurate summary of it. If the OP wants to find Canberra, though, they'll have to roll the same very small chance for each Uchi camper to be Canberra. It's not guaranteed like the first cycle, so it's still going to be quite difficult.
