Can villagers replace their wallpaper and flooring in this game?

So I honestly don't remember if this was possible in NL, but this is a new game, soooo... does anyone know if villagers can replace their wallpaper & flooring in New Horizons? I have Zucker and while I absolutely love him and mostly like his house, I kind of hate the wallpaper he's chosen this time around I did try mailing him a new one but he didn't put it up, but I'm not sure if maybe I should just try again or try giving it to him directly or if it's not even possible for him to use it.

Been wondering this myself. Shep has what I assume is the cabin wall in his house and I want it as I have not seen it for sale nor have I found the recipe for it.
