Can Villagers Ping about Moving when...

...Someone new is about to move into town? As in, their house plot has appeared as well as the next day when they are still unpacking?

Blanche just moved into my town today, her house plot is present. But I kind of need someone else to move out soon. But at the same time, I'm worried that it will be someone I don't want to leave, so I need to know if they will still ping me about it. Or, at the very least, that the other Villagers will mention who's moving.

If they can't ping about it during this time, will they end up moving without letting me know about it? Or will they be incapable of moving away until after the other Villager unpacks?

I'm kinda scared to TT right now because of this.
 
I don't think that villagers will inform you about who (or when someone) is going to move in. I've never experienced it, nor have I heard about it, although I could be wrong.
If you stay active, then yes, villagers will let you know when they are moving. They also give you a choice of whether they should go or not. You'll be fine as long as you stay active on your town in this situation.

If you have 8 villagers, then the first day you see the 9th house plot is when a villager can start to ping you to move. I've had it happen on multiple occasions, both when the house plot was down and when they were unpacking. If you have 9 villagers then any day could be the day they ping you. The only exception is only one villager can be in the moving process at a given time (moving process includes thinking about moving and actually moving, a 5-6 day process).
 
The reason for moving out is often because the town is full. When you say no to someone, someone else will think about moving to make room in your town. When someone is moving in no one will think about moving out. Only after they unpacked and are ready to walk outside might someone ping you about moving out.
 
A villager can definitely ping you about leaving when there's a new plot in town, even before the plot turns into a house. It's happened several times in my TTing towns before.

That's not true at all. The day a plot is set down in your town is the earliest when a villager can ping you to move.
 
So does this mean it is possible for two Villagers to be in their house with boxes at the same time? As in, one is the new Villager unpacking and the other one is whoever planned to move away?

No it's not possible. Villagers always go through a process of 6 days when moving out. The first day they are "thinking" of moving will be day 1 and they won't be in boxes until day 6. Since the earliest they are "thinking" of moving is when a plot is set down (if it's your 9th villager) then it would be impossible for the villager leaving to be in boxes the same day the villager moving in is in boxes. I hope this clears things up for you :)

Actually I'm not sure if the process is 5 or 6 days in total. It's definitely one of those tho

Well I've never heard anything about it and never experienced it myself so I'm inclined to say no. Unless someone can definitively say it has happened to them before.
 
I've had Isabelle tell me poppy is moving in, as in she moved in and is in boxes, but then turn around and tell me another villager is moving, aka, also in boxes

Completely possible. I invited a villager in from the campsite last week. The day their house appeared was also the day someone was moving out of my town.
 
It won't be that easy... it will take about a week. Talk to them only one time only then pass a week and they should move. Other than that, it takes a long time for a villager that just moved in to move away.
 
Yes, like the others have said. I believe the reason for this is, is exactly when you invited the first villager.

Say you are at 9, and it has been 2-3 days since the 10th villager left. When you invite a new 10th villager on the 4th day after your last villager left. You are in the stage of another villager thinking about leaving. Thus when the 10th villager is fully moved in, as in walking around. You might get a ping 1 day before another villager is leaving or something similar.
