Can villagers move where a item is?

I had a lot of items in certain place especial the southern areas but I seen villagers so close by a item

Yes. The only thing stopping them are PWPs and other houses.

Yes they can. If you have the police station and villager moves over an item, the item should be at the station.

^Also, if you don't have the police station the item will go into some random limbo until it's built and it'll appear there once you build it. ~ but I think this only counts for the first 10 items lost this way.
