Can villagers move onto four-leaf clovers?

I've started placing down paths in my town to prevent villagers moving in on certain spaces but i'm very worried about the large Open Spaces in my town which are dedicated to Pathways made out of clovers and hedges.

Can villagers move onto four-leaf clovers or hedges?​

The answer is probably pretty obvious but to be honest I have never gotten into making my town look this beautiful, the closest I had ever came to something like this was back in 2014 when I filled my entire town with paths, since this was 2014 paths did not prevent spawning but since pathways are so easy to place I just put up with it at the time, I want to have the same mentality today with this town but clovers are just so hard to come by and don't get me started about how long it took me to accumulate all the hedges lol.

If there are any other measures I can take to prevent the placement of villager houses please tell me.

I'm pretty sure QR pathways are the only way. I've had them whack out trees and flowers with no problem. I don't think weeds or hedges could stop them.

However, I have also noticed my villagers seem to try to find "free" space. My last three move ins have gone to free spaces and missed my orchards by 1 space and things like that. So I think this is down to luck.

You can also deal with this by resetting, if you have a free spot in your town and you're expecting someone to move in, just create a new character everyday and walk around to see if anyone has moved in. If they're in a bad spot, quit without saving and try again. Once they're in a good spot, save with your new character. Then when you reload as your main character, you can delete the new one.
 
Yes, they can definitely move in on top of bushes. I've had one do that before. They can also move in on top of trees, bamboo and flowers, so I'm pretty sure they won't be deterred by four-leaf clovers. The only thing they won't move on top of is QR codes and that's if there is an open space available for them to move into. If they can't find a valid space with no QR codes, then they'll just ignore those too.

The best way to protect your clovers and bushes would be to put QR codes down every two spaces interspersed with them. You don't have to cover the entire area, just make sure there are no 3x3 spaces open because that's how much space a villager needs to plot. If you do that and leave some 3x3 spaces open elsewhere, you shouldn't have a problem. But I recommend plot resetting like Laconic suggested as well, just to be sure you didn't miss a spot. That can happen easily.

I've had them move over my QR patterns, too. I've tried setting down flowers, trees, bushes and items, but none of that worked. I've lost some gold roses and rare hybrids as a result, and thankfully, I've already unlocked the Police station just in case I get an unexpected move in and my items are gone. I only wish your flowers or bushes could be recovered, too.

I've also read on other forums and online guides that they can move over your QR patterns, so at least I know I'm not alone in that regard. Your best option us plot reset, but sometimes you might still get an unexpected move in by error.
 
Villagers can move into anywhere, as long as there is no QR code paths or Public Works Projects blocking them. So yes, they can move onto your four leaf clovers. They can also move onto flowers or hybrids.
 
What Lavamaize has said. I have had a villager move in on clovers, brushes and flowers all at once.
 
Can confirm this too that villagers can move onto clovers, had this case very often back then. Best way is to really use QR code paths or alternative placing (small) PWPs at spots where you really wouldn't want a any villager houses there.
