Can villagers move in when you have 9 villagers in your town?

Just as the title states, I'm not sure if this is a silly question, but I've been told many times that when you have 9 villagers, nobody will move in unless you go to someone's town and invite them over, or you invite someone in from your campsite, but it has happened to me more than once that somebody moved in without my consent as my 10th villager and it drives me crazy because if one of my friends offers to give me a dreamie, I can't accept since I have no space. Is assuming that no one will move in automatically when you have 9 villagers a misconception? I'd like to know.

Yes.

Besides inviting them in, you can unintentionally receive them by picking them up out of somebody's void.

This is done by Streetpassing or interacting on Wi-fi with them.

It's happened to me once or twice! Sometimes it's a really good thing, and sometimes it's not.

Villagers also move in via streetpass and they clog your 10th space that way -_-

It's really annoying. I've had that happen to me twice now.

Yes, they can move in from street pass or wifi! and yes it's super irritating!

The only thing I've seen you can do is leave your internet off/don't street pass don't wifi till you want to get your dreamie.
Another idea is to TT carefully to keep yourself on the same day so that no one ever has the chance to move in on the "next day" till you can get your dreamie.
