Bushes are much better in this game compared to New Leaf as there's no limit to how many bushes you can have next to each other and they can also be planted next to buildings, fences, on cliffs, etc. However, there's still a limit to how many in a row will grow. I believe you can only plant 12 in a row and then the 13th one won't grow.

i have a row of about 50 bushes all full grown, with 4 more growing parallel to that row. i don't think the limit exists at all anymore

Hmmm interesting. I remember last time I was growing bushes, the 13th one didn't grow. Perhaps it didn't grow for a different reason.
