Can someone take a villager from your campsite to move into their town?

Hey all!
I have a full town with villagers I love and would not be willing to evict. I have quite a popular camper in my campsite today, and was wondering if someone from a different town could convince them to move in to their town instead of mine. Is this at all possible?
