Can random villagers move into a town with 9 villagers?

Hi. I let a villager move out of my 10 villager town so that I could get Genji. I thought that if you had 9 villagers that the only way to get the tenth villager was from a player's void or by inviting a villager to move. Nintendo would not send along a random villager. .. While waiting for Genji's sale to go through I started tting to make weeds and Del's plot shows up. Del moves in and he is all original and not from anyone's town. I tt to get another villager to move out and once again a plot shows up ..this time for Lionel. Lionel is also all original and not from a player's void. Is this normal? I would swear Nintendo didn't mess with you if you had 9 villagers..

You can get a 10th villager from streetpass, campsite or, it's a very low chance, but randomly. Also, Nintendo isn't the one doing it, that's just part of the game.

Okay so it can be random. I have never had it happen randomly until now. I had always read it could only be streetpass,campsite or by invitation. lol. By Nintendo , I just meant the game. Thank you
