Can Phineas turn up with another special visitor in town ?

I am due two badges from Phineas and I was wondering if he will turn up when Saharah is in town ?

Yes.

I had katrina in my town and he came, and also when joan had turnips.

As for further confirmation, yeah, he does show up - because he only shows up when you have a badge that needs unlocking, so he doesn't count as a daily visitor.

The only times he doesn't seem to show up is if it's rained or snowed at all in your town that day.
