Can new players adopt villagers?

I asked this in the FAQ thread but it kinda got buried sooo...

Quick question I couldn't find the answer for:

My friend just got the game and I am planning to to let him adopt Flora from my island.
When she is in boxes, can he invite her to his island before he puts down the three plots Nook gives as part of the storyline? Or can he only invite her on the 7th plot once the campsite villager (sixth villager) moves in?

I'm asking cause I am sure you can invite villagers from Nook Miles islands before placing the three plots but I am not sure if you can invite them from a friend's town. I really don't want to accidentally send Flora into the void (she's so cute!)

I dont think you'll be able to invite them to your town before the 7th villager simply because the game forces specific personalities on you.

Plus with the villager glitches going on I'd just wait to give her to him until he has 6 villagers with a 7th plot. It gives Nintendo a chance to fix the glitch.

Oh yeah, that is definitely something to keep in mind too.
Guess to be on the safe side in regards to both the glitched plots and voiding Flora, I should wait for my friend to get his 7th plot up then.
