yea, like other people have said unfortunately you can't get a villager to stay once they're in boxes. I think the "he hasn't made up his mind" part is in reference to where he'll move to... not 100% sure on this though.

You can keep the game on the day he is in boxes by time traveling. He will still be in boxes, but he won't leave.
