Can I pull weeds from someone's town?

I haven't earned a single badge for pulling weeds. This is MAINLY due to the fact that I have the Perfect Ordinance in place at the moment (I don't want to have to keep watering my flowers every day). So, if it's not too much trouble, can I go over to someone's town and pull their weeds? I'll leave a tip as thanks ​

I figured that must be the case for a lot of towns haha it's either they pull their weeds themselves or have the Perfect Town Ordinance in order... //sigh it'll take me a while to get the weeding badges lol
