No. There has to be at least 2 spaces between PWPs. Maybe you can move the one on the left one space left and put your other one one space to the right of where you want to right now and it will still be symmetric. You'll have to waste the bells either way unfortunately.
I'm confused, if you weren't able to build it there i'm sure you wouldn't be able to pay 100k for it. But if Isabelle says it's too close to your other topiary then you can't build it there i'm afraid. There's no way getting around it really, unless you decide to place it somewhere else. Usually whenever she puts in how many spaces you need it's not always accurate, and for the most part (atleast what i've experienced) she always says the same amount of spaces for me no matter where I want to place a PWP. She's picky as anything, and I can't see why your topiary wouldn't go in that spot. It's only one small square right when the plot is put down? just like a lamp post? but yeah, if she says you can't, you can't.

She meant that she wasted 100k on the one she already built because it doesn't look good just there by itself without another one where she wants it.
