Can I ask a villager I voided who's in another person's town to move in?

Because I was trying to get Marina in boxes, when she finally asked to leave, I said yes for her to leave but Rolf was in boxes instead. So once Marina moves out again, can I ask another town's Rolf to come move into my town if Rolf's also in the void of my town?

If you only have one town, and Rolf is still in your void,
and you have not cycle thru 16 other villagers after he moved out, then no.
No matter whose town's Rolf you asked, the 'move to your town' option won't come up.

You have to have 16 villagers move before getting a villager that you have previously had before.

You have to cycle 16 villagers in any case. No way getting around it.
