Can A Villager Move Into This Spot?

I've been trying to get a villager to move into this spot, but after about 30+ plot resets, I usually give up and go with the best option. For some reason villagers move anywhere but the area I set up for them and rarely do move in the spots I leave open after a bunch of times I reset and try again.

I've heard of users who claim they don't have this problem, but I encounter otherwise and I leave patterns, flowers and trees in other areas to try and ensure they move only in the area I leave for them, but it just won't work. My theory is this might have to do with what kind of game cartridge you have. Mine is the regular Animal Crossing cartridge with the Welcome Amiibo data downloaded to it, so that might explain.

Oh, thank you. Looks like I'll have to replan my town's set up again.

Info going ahead: you need a full square of buffer around all the blocks- that little cut off corner at the cliff is what’s making it impossible. Ridiculous, yes, but that’s how it be ^^;
