Can a villager move in here?

I have been plot reseting for about 4 hours now and im really starting to wonder if a villager can even move in here. I want Whitney to move in right in the middle of Kyle and Wolfgang, is it even possible? Thank you for reading.

Hmmm, it looks like they should be able to. The distance on the sides is definitely enough, but it is debatable about whether or not it's too close to the river. I think it would work out in my opinion.
