My chara got 2 scallops in 15 mins and my partner had been diving for an hr with no scallop in sight...
Can 2nd players of the island get scallops?

If it makes a difference, he’s not established, like he doesn’t have a tent down or anything haha. Pretty much functions as my alt

My second character gets scallops and meets Pascal daily 
But yeah, it’s luck based. Sometimes I’ll get it within the first few dives, sometimes I have to go to Nooks to sell my full inventory and try again.

Are you and your partner playing in co-op mode on one switch? You can only get Pascal if your gates are closed and you are the only character playing

Ohhhh. So if I have a 2nd island resident I need to be the only one playing? No pascal if we’re playing together?

Each resident can get Pascal. They just have to be only player playing

My second character was in a tent for a long time (and still got scallops) before she finally earned enough to upgrade her house

Like the other person said, your gate needs to be closed and you’re the only one playing and diving. Pascal is shy and won’t visit even if you have a scallop to tempt him.
Close your gate and you should be able to get a scallop to entice Pascal to visit.
He won’t appear if you’re co-op/multiplayer.
