Can someone explain this for me? I want to get one in my town, but what can you do with it? Or is it just a decoration?

Sometimes a random villager will camp in your town. You can play games with them and if you have space, invite them to your town C:

Unfortunately, no. Only you can adopt them (but you can always move them into your town and give them to other people normally).

I was still typing my post and only saw yours when I it refreshed the page after I posted, but I find it pretty funny that we started our posts the same way!

Just remember you can't remove the campsite once you've placed it so choose the location wisely c:
