Campsite villager refuses to move in?

I'm trying to let a campsite villager move in but he says he "has to pass" on moving in... why is this?

I believe you just have to continuously talk to that villager until he wants to move in, they can be pretty stubborn sometimes lol

You can have 10 villagers and still invite a new camper to stay. When they finally accept (which can take a while) the game will select one of your current villagers at random to evict, clearing a lot for the camper to move in.
