I’ve tried to find the answer but can’t see it anywhere. I’ve already had 2 villagers move into my island from the campsite, not had a new villager at the campsite for at least 1.5 weeks and they show up today. I’ve not spoken to them yet, but one of my other villagers who I don’t like had the speech bubble and I asked him to move out, I don’t like the new campsite visitor, what do I do? Do I speak to him or not, I don’t have a spare plot, but when my villager is in boxes, will the campsite villager move Into villagers old house? Anything I can do to get him to leave

The campsite villager will not move in unless you explicitly tell them to move in.
You can talk to them if you want, just answer "no you may not move in" or whatever that option is if they ask. I suppose it might be safer for you to just ignore them, and they will be gone the next day.
